Job Title Human Resources Manager
Job Responsibilities
  1. Perform a variety of duties supporting the Human Resources operation including recruitment, classification, salary and benefit administration, health and safety programs, negotiations, discipline and grievance resolution, training, and labor relations.
  2. Plan and participate in the full recruitment and selection process of job applicants; prepare and coordinate advertising material; schedule and score employment tests; coordinate recruitment activities with departments involved for assigned positions. Champion diversity and equity in the recruitment and selection processes.
  3. Administer employee benefit programs including group life, medical, dental, vision, retirement, deferred compensation, employee assistance, disability insurance programs and voluntary benefit programs; assist in claims processing; counsel employees regarding benefit programs; conduct open enrollments for various plans.
  4. Administer the City’s classification, compensation and performance evaluation program.
  5. Maintain and update the City’s Personnel Policies and Procedures and the Personnel section of the Administrative Policies and Procedures Manual.
  6. Conduct orientation for all new employees.
  7. Provide information and general assistance to management staff, employees, and the public regarding personnel policies and procedures and Memorandum of Understanding interpretation; answer questions and provide information regarding personnel actions, employee records, legal issues, and other related matters.
  8. Coordinate return-to-work programs and accommodation meetings for employees.
  9. Conduct salary, benefit and classification surveys; compute and compile survey data and results; recommend modifications to programs as appropriate.
  10. Coordinate employee investigations and findings.   Review proposed actions for conformance with established policies.
  11. Coordinate city-wide training programs.
  12. Assist with labor negotiations and preparation of compensation surveys.  Prepare final Memorandums of Understanding.
  13. Administer the City’s safety program including Workers’ Compensation, the Safety Committee, and safety training.  
  14. Monitor changes in laws and regulations that may affect City operations and implement policy changes as required.
  15. Set-up and maintain confidential personnel records for City employees including documentation of appointments, transfers, salary, evaluations, training, certificates, commendations, discipline, and benefits.
  16. Administer the DMV Pull Program (excluding Police) and the D.O.T. testing program.
  17. Complete special projects and prepare reports related to the Human Resources function.
  18. Attend professional meetings and conferences as required.
  19. Respond and perform assigned duties in the event of a City declared emergency.
  20. Perform related duties and responsibilities as required.
Job Qualifications

Knowledge of:

  • Operational characteristics, services and activities of a human resources management program.
  • Principles and practices of recruitment, classification, evaluation, and compensation programs.
  • Principles and practices of employee benefit program administration.
  • Principles and techniques of job analysis.
  • Principles and practices of employee and labor relations.
  • Workers’ Compensation programs and procedures.
  • Training and development practices.
  • Principles and procedures of record keeping.
  • Modern office procedures, methods and equipment, including computers.
  • Principles of business letter writing and basic report preparation.
  • Pertinent Federal, State and local codes, laws and regulations related to assigned duties.

Ability to:

  • Perform a variety of duties in support of City human resources operations.
  • Administer, monitor and conduct recruitments in assigned area of responsibility.
  • Conduct complex research projects on a wide variety of human resources topics, evaluate alternatives and make sound recommendations.
  • Maintain detailed and complete records and files.
  • Interpret, explain, and ensure compliance with City policies and procedures, laws, and regulations.
  • Prepare clear and concise reports, correspondence and other written materials.
  • Identify and respond to employee inquiries, complaints, concerns and needs.
  • Understand and follow oral and written instructions.
  • Maintain confidentiality of work.
  • Analyze situations and take appropriate courses of action.
  • Operate a variety of modern office equipment including computers and specialized software.
  • Establish, maintain and foster cooperative and harmonious working relationships with those contacted in the course of work.
  • Respond tactfully, clearly, concisely and appropriately to inquiries from employees, the public, or other agencies on sensitive issues in area of responsibility.
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Compensation $92,124.00 - $111,996.00 Annually
